Order Without Law: Trump’s Quiet War on Local Control

How an April executive order rebrands policing as national defense and advances the authoritarian blueprint of Project 2025

On April 28, 2025, Donald Trump signed an executive order that, despite its patriotic trappings and nods to public safety, ushers in a chilling transformation of American law enforcement. Officially titled "Strengthening and Unleashing America’s Law Enforcement to Pursue Criminals and Protect Innocent Citizens", the order builds a legal architecture that sidesteps the politically radioactive Insurrection Act while functionally achieving much of the same authoritarian endgame.

Even more critically, this order is not merely Trumpian in spirit, it is Project 2025 in action. The executive order pulls directly from the Heritage Foundation’s far-right blueprint for Trump’s second term, which aims to dismantle civil rights enforcement, militarize domestic governance, and eliminate local resistance to federal power.

At its core, the order reframes law enforcement not merely as a municipal service but as a national security imperative. In doing so, it turns dissenting mayors and governors into potential criminals, equity policies into actionable offenses, and local police departments into the domestic arm of a federal security apparatus.

The order opens by announcing that the Department of Justice will provide legal indemnity, funded or pro bono, for police officers who face lawsuits or other liabilities for actions taken while on duty. In plain English, federal resources will defend officers from accountability, even when local oversight bodies or courts find misconduct. This aligns perfectly with Project 2025's call to eliminate what it deems "anti-police sentiment" and neuter civilian oversight.

Simultaneously, Section 5 greenlights the DOJ to prosecute state and local officials who, in the administration’s view, obstruct law enforcement or support diversity initiatives that “endanger citizens.” In Trumpian legalese, civil rights protections and DEI programs are not just misguided, they are now federal violations. Project 2025 explicitly calls for ending federal support for any equity-based governance, branding it a threat to "national cohesion."

One of the most sweeping clauses is Section 3(b), which mandates a 60-day review and likely rescission of federal consent decrees that restrict police activity. These agreements, often the result of DOJ investigations into systemic abuse, are the last lines of accountability in departments with chronic patterns of misconduct. That order created Homeland Security Task Forces (HSTFs) to deal with migration and internal threats now, those same task forces are directed to enforce local crime policies. When viewed alongside the push to convert civil servants to at-will Schedule F employees, or the defunding of NOAA and DOJ civil rights divisions, it becomes clear: Trump is consolidating federal power in ways that remove accountability, weaponize justice, and blur the line between law enforcement and military occupation. Project 2025 is explicit about its desire to reclassify tens of thousands of civil servants and install loyalists in key agencies, a process that is well underway.

In 2020, Trump was stopped by institutional resistance when he tried to deploy troops against protesters. In 2025, he’s using executive orders, homeland security task forces, and friendly judges to achieve the same outcome with less resistance and greater permanence.

Trump is remaking America’s democratic infrastructure into a command-and-control system, one designed, funded, and now implemented under the ideological umbrella of Project 2025.
